The COPE Programme was initiated to support His Majesty’s
Government of Nepal in the decentralization of primary education
in following ways:
by decentralizing primary education planning
and management to District Development Committee (DDC), Village
Development Committee (VDC) and community levels;
by establishing community ownership and management
of primary schools;
by improving quality and efficiency of
primary education; and
by ensuring universal coverage of primary
education in the programme areas.
