About COPE

Implementation

The MLD is the implementing agency of COPE, working in close partnership with the MOES and its outreach District Education Offices (DEOs) and function-specific agencies including the National Centre for Educational Development (NCED), Primary Teacher Training Centres (PTTCs), etc. The Programme Steering Committee (PSC), chaired by the Secretary at the MLD, is responsible for policy/planning and coordination of the overall programme in line with the Project Document approved by the government and UNDP. The PSC consists of members from National Planning Commission, MOES, Ministry of Finance, Department of Education, United Nations Children's Fund (UNICEF), World Food Programme (WFP), United Nations Educational, Scientific and Cultural Organization (UNESCO), a representative from EFA donors, representatives from DEOs, Local bodies, UNDP and COPE.

At the district level, a COPE Advisory Committee is formed under the DDC umbrella and it is responsible for co-ordination, linkages and networking among the partner organizations in the district. District level activities of COPE are coordinated through Focal Persons in the DDCs and Municipalities. At the village/community level, School Management Boards (SMBs) are formed by COs to facilitate, manage, monitor and support the schools.

  • United Nations Children's Fund (UNICEF) in Kapilvastu and Achham districts
  • United Nations Fund for Population Activities (UNFPA) in Kapilvastu and Rautahat districts
  • United Nations Educational, Scientific and Cultural Organization (UNESCO) in Baitadi district
  • International Labour Organization (ILO) in common districts (to be identified)

Coverage

The first phase of COPE provided support to:

  • 120 new community primary schools
  • 244 COs
  • 83 VDCs
  • 6 districts – Achham, Baitadi, Bajhang, Kapilvastu, Okhaldhunga and Rautahat
  • 1 Municipality (Gaur in Rautahat)

COPE-II will be working in:

  • 120 community primary schools established in the first phase of COPE
  • 10 Municipalities – including 3 in existing districts (Gaur in Rautahat, Kapilvastu in Kapilvastu and Dasharath Chand in Baitadi)
  • 110 community schools running without government's regular grants in the vicinity of COPE schools
