COPE Programme (Nep/99/009):

• establish institutional capacities to plan and deliver efficient and quality primary education services through “community owned” primary schools in local governing bodies and community organisations;
  
  
• ensure equitable access to quality primary education for all through supporting and enabling the local governing bodies and community organisations to establish, manage and sustain “community owned” primary schools;
  
  
• enhance the level and quality of students’ learning through improved teacher performance, activity-based teaching, “stimulating” school environments and regular monitoring and supervision; and
  
  
• support the central and local governments to achieve the international target of attaining Universal Primary Education (UPE) by 2015 through decentralized primary education management.
