His Majesty's Government of Nepal
has achieved tremendous success in expanding educational opportunities
in the country over the past five decades or so. Despite several
efforts and accomplishments, implementation of the Universal Primary
Education (UPE) policy continues to be a major challenge. The government
is committed in its endeavour to achieving UPE through decentralised
planning and management of school education.
The COPE Programme was initiated in April 2000,
building on the legal framework of the Local Self Governance Act
(LSGA), 1999 by the Ministry of Local Development (MLD) with the
assistance from the United Nations Development Programme (UNDP).
COPE-II, initiated in July 2004, is the continuation of COPE-I.
In the first phase, COPE provided technical and some financial support
to local communities to establish and operate 120 community-owned
primary schools in the programme districts. The programme also assisted
Gaur Municipality in Rautahat district to develop a 5-year Municipal
Primary Education Plan (MPEP).
